Download this, open the d3d9.ini file in Notepad and put FPSLimit = 60, then put both files (the .ini and the .dll) into the folder with sonic2app.exe (if you don't know, go to Library > right click SA2 > Properties > Local Files > Browse Local Files, and it'll open up the folder)

While in that folder, name Launcher.exe to LauncherOld.exe, and sonic2app.exe to Launcher.exe, to bypass the launcher and make everything work better
Heck, going from 90 FPS to 30 FPS is a drastic difference as you'll notice how choppy 30 FPS is in comparison to the buttery smooth framerate of 60 and above.
If your monitor doesn't support 60Hz or above (or set that video's quality to 720p) then yeah, no wonder why you didn't notice any difference.
While this is true for new games, old games like this have the FPS tied to game speed. If you play at 30 FPS, the game will be too slow. If you play at 90 FPS, the game will be too fast. 60 FPS is the only way anyone should play this game
The human eye is virtually at infinite FPS.
But it's true that the differences between 120 and 150 won't be as noticed as between 30 and 60.
Also having a high refresh rate monitor may also make it looks worse (like playing retro games on a plasma TV instead of a CRT one).
You do realise the original Dreamcast version of Sonic Adventure 2 ran at 60FPS, right? So if anything, having the game run at 60FPS is actually a more authentic experience than 30.
