Gerald had strong tides to the Echidna tribe to the point that the cannon's core (the last non-boss stage in SA2) shares many design element with Echidna structures. Heck, he even had a life sized replica of the emerald shine from SA1. Knowing this, Gerald could have got the idea for Shadow and the Biolizard's design from Echidna tribe as well. For Shadow, in Sonic 3&K there is a mural that shows a Hedgehog fighting an Eggman looking creature. The Hedgehog even has the curled up qills that Shadow has. The Biolizard on the other hand could be based on the mural of Perfect Chaos found in SA1.
As I've said before, this is just a fan theory due to there being no official answer. I wasn't even the first person to come up with this. But I think it was a great way of expanding on the lore set by 3&K and SA1.
Sonic Heroes managed to keep things self-contained (like in the Genesis games such as CD) but aside from that they were hit and miss (like Shadow which may or may not be the real one or that his eponymous game may not be canon).
The biolizard was a massive failure.
SA2 suffers from plotholes because of trivial things such as that (or how Rouge came to steal Knuckles' Master emerald).
