Report a translation problem
1) First, can you check if your game is crashing in windowed mode too?
2) Can you go on you event viewer => Windows Logs => Application? Just find one log with the content "APPCRASH" and "sonic2App.exe". There should be caused by nvd3dum.dll maybe.
Check the image. This is the event viewer. Just search for event viewer if you have windows 10.

Possible solution:
Solution 1)
If your problem is caused by nvd3dum.dll and turning on vertical sync did not help, you have to install your gpu driver (or update it to the newest version) because your nvd3dum.dll F*ked up with your last driver installation.

Solution 2)
Turning On vertical sync. Some ppl told this helped. You can turning it on if you go on your nvidia or amd settings. NOT Ingame settings.
For nvidia: Right-click on desktop => Open Nvidia Control Panel => Manage 3D Settings. You can set it on global (not recommended) or put Sonic2app.exe in your list and turning it individually.
nvd3dum.dll wasn't mentioned in the Log.
Turning on V-Sync didn't work.
I have removed the game from the list on nvidia control panel after figured out turning vertic-sync to on dont works. I recommend to do this too maybe before you gonna update/reinstall your gpu driver. I dont know if its really necessary or can cause problems if you try the next step.
So can u try to update OR reinstall (not both) your gpu drivers?
Its easy to reinstall/update your driver via geforce experience. Make sure you choose "clean install".

After reinstall/update i did restart my computer. Then it works fine.
Step 1) Right click Sonic Adventure 2
Step 2) Left click properties
Step 3) Untick the "Enable steam overaly while in game"
I am like 99% sure this is the solution to your problem since I've had the same problem before and that was the fix
I am sorry say but you have a bigger problem with your PC overall, removing the Steam Overlay from the game would cause no performance issues and would not force you to restart your PC
I recommend you get it checked out by an expert or ask communities like Reddit - PC Master Race for assistance
If you have gsync, go into the Nvidia Control Panel, change Monitor Technology (for the game) from "Gsync" to "Fixed Rate" and it will work in fullscreen at the right speed.
It seems the game is also uncomfortable with gsync on top of everything else.
I have just had the same problem.
After trying all the solutions here, I still was NOT able to run it :c
But, I managed to solve it in a strange way.
Just turned my Steam Controller off, and the game started perfectly (full screen, max res and all)
So, play it with keyboard. At least on my computer it is not working with Steam Controller anymore.
