I'm not one of the tech-y people here, but, have you tried deleting the save file, thus forcing the game to create a new one?
(It's possible the save file could be corrupted)
It'd be in C:\Program Files (x86)\Steam\steamapps\common\Sonic Adventure 2\resource\gd_PC\SAVEDATA
There should be a file there that says Sonic2B_S01.
Delete that and try the game again.
Yeah, I figured it out 20 minutes after posting this.
Ah. Did it work? Is everything okay now?
Did you try Verifying the game's files? (The "Verify Integrity of Game Files" option)
There should be a folder that says SAVEDATA, even if you haven't started the game yet. It's possible something may have deleted it, or an error might have caused it to not be created.
I can't post a picture of my desktop, nor know how to.
But the folder is located at: C:\Program Files (x86)\Steam\steamapps\common\Sonic Adventure 2\resource\gd_PC
There are a bunch of folders there, namely: ADX, Debug, DLL, event, Font, Message, MessageK, MLT, MPB, PRS, SAVEDATA, and SOC.
As well as 1,336 small files, including: advetiseD.rel, advShareData.prs, adxlogo.prs, and so on.
Do you have all of those in that Sonic Adventure 2\resource\gd_PC folder?
Huh.
Well, I've only got two ideas.
One is to see if you can cheat it, by just creating a folder and calling it SAVEDATA. Then start the game and see if you can trick it into making a save.
If that fails, you may have to uninstall and reinstall the game.

I'm not that tech-savvy, so that's currently the best I can think of.
