Yeah, it is basically a Tamagotchi type of mode (after all, they were all the rage in the late 90s to early 2000s) and they did try to capitalise on its popularity, but it was interesting regardless, was different enough to feel like its own thing and was at least optional content that's not required finish the game.
Not sure, but Tikal & Chaos 0 also show up in the multiplayer despite not being in the Singleplayer. My guess is maybe there was a lot of praise for the Chao garden, Tikal, & Chaos back when the games were first released. There's also a few references to SA1 in SA2 such as "The servers are the seven chaos." and Tails saving the day from Robotnik in Station Square.
Don't forget that Adventure 2's plot makes references to Adventure 1 which implies that both games are in the same canon and part of the same world, like how when Eggman mentions that Tails was awarded the yellow chaos emerald for saving Station Square from a life threatening missile attack in Adventure 1.
There are also several billboards with made-up products based on the chao like a Chao in Space movie all throughout the game in various locations, implying that chao still exist in Sonic's world in Adventure 2.
There's also the multiplayer, at least in the Battle version anyway.
The GameCube versions of both games had a similar feature where you could connect to your Game Boy Advance and a copy of Sonic Advance to transfer your chao to the Tiny Chao Garden as basically a replacement of the VMU features from the Dreamcast versions.
I forgot about that. Basically though, I think the Chao Garden was meant to have a portable companion for players which is why it only shows up on the Dreamcast and Gamecube games... that might be why they took it out...
But then again, there's Nintendo Switch & phones now that they could do a Chao Garden on so I have no clue. If they ever make a Sonic Adventure Remake or 3 though, maybe they'll reintroduce it and make like a phone companion app for your Chao, that would be cool
My ONLY concern that really worries me if they actually do this is if they even think about implementing microtransactions into it just like every other mobile app these days.
