You can limit the fps with riva tuner. In the nvidia control you can also set vsync to Half which may limit the game to 60 (or 72fps, not sure).

update: heres a fix so you never have to change your monitors refresh rate
download nvidia control panel profile inspector
in the profile bar paste this C:\Program Files (x86)\Steam\steamapps\common\Sonic Adventure 2\sonic2app.exe
go down to frame rate limiter and set to 60 fps and save
and u can play it at 60 fps with your 144 hz monitor

It doesn't freeze otherwise? That is strange. Here is my copypasta for general start up problems, that should help:

Manually inputting the config files and bypassing the launcher helps out most problems with launching the game.

Go to Library > right click Sonic Adventure 2 > Properties > Local Files > View Local Files to pull up your game's file directory on the computer. Locate the Config folder

Download the config files in this guide, and replace them in your Config folder:

(Take note that these config files assume 1920x1080 resolution, and that you'll be playing on controller... if your resolution is something else, open UserConfig and enter the width/height... if you are planning to play on keyboard, open Keyboard and set InputWay="1" to 0 instead. Don't bother with any of the other steps in the guide for now)

Then while in the directory, back up and rename Launcher to LauncherOld (or anything else but Launcher), and rename sonic2app to Launcher. The config files fill out the launcher settings to what should work for most people, and renaming the .exes skips the launcher, which causes a lot of issues on its own

Hiiiii. I know almost 2 years later i come and like multiple people i also have a issue with this game. It's been almost the last 3 hours that i try to make this game playable but failure. I have a pc with 144Hz and even in the settings of my pc i can't go on 60Hz. So i try your solution (and also many but really MANY of them on the internet) and again failure. So i downloaded the NVIDIA Profile Inspector and put the Frame Rate Limitor at 60 FPS like you said. But even with that... That doesn't work... The game is still fast as hell and nearly unplayable... Did somebody have an other solution ^^' ? Because really i lost all hope today i'm empty. (And also English is not my first language so i'm sorry for the mistakes ^^')

Download this, open the d3d9.ini file in Notepad and put FPSLimit = 60, then put both files (the .ini and the .dll) into the folder with sonic2app.exe (if you don't know, go to Library > right click SA2 > Properties > Local Files > Browse Local Files, and it'll open up the folder)

https://github.com/ThirteenAG/d3d9-wrapper/releases

The NVIDIA profile inspector only works if you have a NVIDIA graphics card. Maybe that's the issue. I don't personally have NVIDIA so I couldn't help with that specifically

EDIT: Also while you are in the game folder, open the Config folder and open UserConfig.cfg in Notepad. Make sure the Refresh Rate is set to 60. I don't think this works on its own, but just make sure it isn't set to 144 or anything else
