Report a translation problem
If not, then your antivirus deleted it.
You'll need to whitelist it (or exclude from scan, or report it as a false positive) in your antivirus, then Verify the Integrity of Game files, to re-download it.
Right-click Sonic Adventure 2 in your Steam Library, and hit "Properties".
Under the "Local Files" tab, hit the button "Verify Integrity of Game Files".
That will cause Steam to re-download any missing files for the game.
Look in C:\Program Files (x86)\Steam\steamapps\common\Sonic Adventure 2\resource\gd_PC
and there should be a folder called SAVEDATA.
If not, then create a folder and call it SAVEDATA.
Under the "Local Files" tab, hit the button Browse... After that, double click on launcher. This should reinstall nessessary files.
Do this first though.
