Did Eggman intend to destroy the entire moon?
*Spoilers for an 18 year old game*


After the cutscene where Dr. Eggman first fires the Eclipse Cannon to intimitate the people of Earth into giving him what he wants, he's angry for seemingly no reason. When Rouge asks what's wrong, Shadow replies, 'our threats fell on deaf ears'. This is impossible, considering it's pretty hard to not notice an enormous laser blaze across the sky and bore into the moon. And even if the world only had one superpower, and it was facing away from the moon during the event, the internet obviously exists in this universe, shown during the conversation between the president and Eggman, while the president is in his limo.

This never made sense to me, did Eggman intend to destroy the entire moon?

The translation and wording for this game makes a lot of things in the plot come across as completely nonsensical if you're not paying attention. the reason Eggman is throwing a fit after blowing up part of the moon is because the cutscene actually picks up at the point right after Sonic and Tails hijack his call to the President, and the "deaf ears" comment from Shadow was in refference to the fact that the call got cut off like the President didn't care.

It's not really known if Eggman expected the Cannon to do that much damage, enough to blow up half the moon.
But judging by the way it was aimed, yes, the moon was his intended target.

The intention was to terrify the world and force them to surrender, thus allowing him to create an empire.

(Considering Eggman has built Little Planet-sized shells and devices, I suspect rebuilding the moon wouldn't be a huge hassle for him)

I'll admit, I never thought about the call getting cut off by Sonic and Tails. That might explain why Eggman was smashing something into the console (I never thought about it being a phone or equivalent)

With the world not taking it seriously, there is some real-life precedence.
With some military actions or bombs being dropped, there were cover-ups and denial of such events happening, by the victim nation.
So, it's not impossible that the World Federation could've made up a story about what people "thought" they saw, as well as supress stories about half of the moon blowing up.

Though to be fair, we never actually saw people's reactions.
All we saw was Shadow's quip about the threats falling on deaf ears... and bear in mind Shadow was goading Eggman into getting all 7 Emeralds and putting them into the Cannon (and thus unwittingly activate Gerald's little surprise).
So Shadow was likely lying and trying to convince Eggman that he had no choice but to get that last Emerald.

Throughout the game, Shadow was trying to trick Eggman, playing on his ego, and leading him on.
(You know, the whole "I will grant you a wish, my master." and "And then... the world could be yours." and "If you want to unleash it's full power, you'll need all 7 emeralds" thing)
