Report a translation problem
So open device manager than:
1. Click on display adapters to show the display adapters
2. Select your display adapter and right click and go to properties
3. Go to the driver tab and click "update driver"
4. (If 3 works) go on with life.
4. (if 3 does not work) reboot and go back to properties of your display adapter and click roll back driver.
5. go to settings and select the best resolution
6. Open Sonic Adventure 2 and select a resoulation from the launcher.

This reminds me of modern sonic games. Broken and abandoned. Sonic Team smoked too much Crack!
Only crashed while in fullscreen , but i wanted to have fullscreen.
I'm fairly advanced in my troubleshooting and i just felt it was a Vsync problem so I went into my control panel and made sure to add the sonic2 game exe to the list of games. I then went down to the vsync option and made sure it said "let the program decide"
I manually configure my vsync for other games, so this fixed it right up and I'm using all modern hardware
My SAII works with full-screen checked at 1360*768 @60hz
I can also run it in windowed mode with full-screen unchecked at 800x600 60hz
I have the Mod Manager and its asosiated codes. In mod manager itself i tend to leave borderless fullscreen un-checked.
The issue is probably resolution or v sync related. if using NVIDIA then maybe take a look at this guide regarding adjusting.relavent settings for SA2 through NVIDIA control panel. A fresh install never hurts either. https://steamcommunity.com/app/213610/discussions/0/1696043806557658938/
It runs okay until you check "fullscreen" in launcher? Okay if fresh install / looking at NVIDIA settings doesn't' do it then there may be a work around.
Download Mod Manager for Sonic Adventure 2. In Mod Manager check borderless fullscreen, with the desired resolution already selected in the launcher and "fullscreen" in the launcher unchecked.
Edit: Only solution was to turn off full screen mode for me.
