There's a guy behind a counter you can shop at.
From Palmia, enter the teleporter in the lower corner of town to reach the casino lobby.
Then from there you'll see teleporters in different directions, head to the one in the center.
The guy is somewhere in that central area of the casino.

I mean, the areas aren't closed off from each other, so you don't HAVE to enter the central teleporter, but it's the closest.
