Pickpocket spotting chance

Is the chance to get spotted when pickpocketing static and purely based on your skill? Or is it more complicated, with the amount of npcs, level of npcs, their stats and all that ♥♥♥♥ determining it? There's a lot of cool stuff to steal in places that are unfortunately full of people... and though i could probably easily slaughter them if they find me, i would prefer not to lol

I believe it is based on pickpocket level, at lv 44 almost no one could spot you. Stealth probabaly also have some effect but hard to confirm
