NPCs and their work and hobbies - Their mastery levels
I noticed that some NPC have Amateur and Novice ranks, so my question is, how do you raise their mastery levels? I would like them to give better outputs.

They'll increase their work/hobby mastery by leveling up the related skill.
While some jobs, like Fishing, have the NPC doing the thing that trains the skill, it's kind of slow.
But, if you give that NPC some Oren, they can purchase training to improve their skills.
I think you have to take them to a town that has some sort of trainer, I'm not sure if you can just give them money and just mill about your own town.

A lot of these work and hobbies aren't exactly obvious skill wise, i wish the dev would give some proper documentation.

As for the how to... That's uhh, how the heck does it work?

Not sure on the specifics, but if you give the NPC some money, make them join your team, and go to a town, you'll eventually get a message that "NPC spent #### and received training." or something along those lines.

If you wanted to be able to see the specific level of the skill, you'd have to buy a Stethoscope from the singer NPC who joins eventually as part of the main story quests.

Also yeah, it's not always obvious what the related skill is to a given job, but it doesn't matter that much.
An NPC who has a job will always know the related skill.
And if you use the whip item (also from the singer NPC's shop) to change their job to something that has a related skill they didn't have, it'll automatically teach them the skill.

So just know that if you give an NPC money for training, they'll always be able to get some progress towards the relevant skill for their given job.
It's kind of expensive though... But at least they don't need your Platinum Coins.

I think it's related to this:

The wiki has an explanation about many of those works, hobbies and effects.
A lot... are kinda useless and either relate to a very specific piece of furniture or increase(and sometimes decrease!) stats of the settlement and its policies.
