They generally attack dummy's when they move into them, so in theory you could encase them in dummy's and they would attack one every time they tired to move, though they will likely teleport out of dummy hell once you leave the map or something, they also shoot them infrequently when a dummy is in sight.
You can also restrain yourself or a pet on a gallow's and everyone will flock to beat you/them up, i have noticed that they refuse to do this if your also training on them though, so something to keep in mind, also you will lose stamina upon being hit on a gallows with no health, same rule applies to pet's but they regen if not starving.
Oh right, in order to restrain a pet, they must be in your party slot, you use the gallow's on them directly, if they aren't in your party you can only gift it to them.
I honestly don't think you can set up passive training for your resident's sadly, atleast when your away.
Edit: ah, i can't read apparently, i wonder why they escape the gallow's like that, wait... i think i have an idea, they stop gaining stamina, when they are starving, you as the player get ejected from the gallow's when your stamina hit's -1, maybe the same thing is applied to npc's?
They won't constantly attack, but they will take swipes now and then while they're next to it.
As for the auto-leaving gallows, I'm unsure how to prevent that.
And the training dummy PV doesn't matter for skill training speed.
This is still "active training" though, you need to put something on the gallows then stay there while the training is happening. For truly passive training, I think there is only the Hunter and Rambo job/hobby, which will passively train bow and gun skill respectively. The Sleeping hobby also train regeneration, which is combat related.
