Can you reuse shrines?
If i bring it back to town, will shrine benefit respawn after a set amount of time has past?

They won't naturally recharge, but if you use a Gold Material Hammer on it to change it to be made out of gold then it can be used again.

Yes. And, as an extra consideration, the functionality is directly based on it being made out of Gold, so if you use a Paper Material Hammer/Shrine to lighten it to bring home it won't work afterwards, so make sure to activate it first.
Always put shrines or god statues away from places you are likely to activate them in your settlement. Save / Load is frand

How do you get gold kits reliably?

You get them by doing a lot of nefias or a lot of world tiles. You can craft detectors that will alert you if a shrine is on the same map as you are.
