You have to find a trainer to learn skills. You can ask any guard where to find the trainer, but the one in Mysilia only teaches the weapon skills every character starts with, and so is only useful for boosting the speed at which you learn weapon skills.
You can find them by exploring Beach tiles on the world map.
There's a small coastal beach area to the east of the starting meadow.
Just about every town and settlement has a Trainer NPC you can learn certain skills from.
When in towns, you can talk to Guards (or prostitutes in Derphy) and ask directions to the town's trainer.
Not to mention there are also Guilds that teach some skills as well.
The Merchant's Guild is close to Mysilia.
Derphy has a Thieves Guild underground.
Port Kapul has a Fighters Guild underground.
