I train my flute skill in city...
I train my instrument in city to see the reaction, and I have auto act mod enable which allow same repeatable action to repeat. and I start to play my instrument while I cook some dinner, when I back the city folks kill each other, is this feature or bug? where should I train my instrument? if I train in empty zone it says "no one respond" and stop playing

1 and 2 star music quest NPCs are much more forgiving for low skill. I use them to train music rather than the overworld.
