Silver bells are unable to breed.
I don't know why, but all silver bells in my colony can't breed. In the job tab it says that it "can't work", as opposed to any other livestock. Strangely enough, I do have a single silver bell egg in my storage, so maybe they could at some point, but now they can't.

Does anyone know what's the deal with them?

Yeah, give them a Job or Hobby such as Personal Pleasure, or Bathing if you want an NPC who can't perform the Breeding job as Livestock.
Though, I think both of those are a Hobby, unless you're a Mother or Prostitute, so you can't double up.
And maybe the Bathing job has a better odds of Egg than Personal Pleasure? I can't remember.

Anyways, they can produce eggs and fertilized eggs that way.
Heck, even for some species that can technically do Breeding, they'd probably have a better chance of eggs from Bathing, or something.

go for bathing, I compared with them sleeping in a Rubynus bunk bed with cotton +3
for the personal pressure only gives 2% but bathing gives 18%

If your end goal to produce lots of eggs, better pick goat/chicken, silver bell or other with low breeding skills will almost not get you any eggs because of the low probability. But if it your end goal to breed a pet and companion get love potion (throw to the pet) or food mix with Excitement until they lay fertilized egg.

sliver bell's egg has a outstanding PER lv26, it's better to dedicate an entire base to produce the SB eggs than slowly and painfully eating other mediocre food to rank PER up

I suspect the reason they want them to lay eggs is because Metal eggs have extremely high stat yields.

Yeah, that's pretty much why I want them. As I've mentioned I have one, and I need at least one more to make a dish I can clone.
