Also, tax is a monthly thing, not yearly.
Monthly tax goes up by 500 every year, and by 2 for every point of fame you have.
You can sell your fame to an Informer NPC, which will both give you a little bit of money in return and in turn reduce the fame-related portion of your tax.
If you recieve a 4th tax bill while you already have 3 unpaid ones, you start losing 40 karma per month. Once you're negative Karma, guards will attack on sight and merchants outside of your towns and Derphys won't trade with you ( unless you use incognito spell/scroll ).

And also, the tax goes up by 500 orens EACH year, for a maximum of 5 years, and a total of 2500 in taxes only from that. You can also GET money for developing your town, and planting some high value tourist attractions, and heirlooms. Theoretically, it's no problem to get so much money only through town development, that you come out on a plus, no matter the taxes. If you have problems making money, get people into your town, plant mushrooms, and make alcohol from mushrooms and put those in the shipping box. Alternative: cut trees, saw the wood into planks, and make furniture. It sells well, even on low level, and can get absurd, the better your carpenter skill is.
