What is offering God's weapon to the altar supposed to do?
I saw in patch notes "God's blessing equipment can be updated by offering the equipment at a diety's altar, which will regenerate it with new effects", so I tried putting my Lucky Dagger at the altar and all I got is the same dagger but with all the enchantments and blessing gone. Did I understand it wrong?

No, incorrect. The god weapons' effects (as well as magnitude of effects) are fixed, so they don't scale with you or anything.

It simply, and literally, just means that it updates the weapon to the current intended version. For example, Yevan's "Warmonger" gained the all-bane as a faction effect instead; offering his weapon at his altar will update the weapon. That's it.

Also relevant to get a weapon's faction effects again if you worship the god (again) after turning apostate on them prior.

The word "updated" leads me to surmise that it might be intended to scale the item's stats/effects to keep up with your own progression somehow, but I might be reading too much into it. Maybe it's meant to increase the effects based on your piety and/or faith? If so, you presumably wouldn't see any difference if you haven't increased those at all since receiving the item (or if that mechanic isn't fully implemented yet).

This is what I thought initially too.
