Can't use let's talk on certain npcs?

Like title. I can't use let's talk for poppy even though I have the animal lover feat. The same behavior applies for Fiama, Ashland, Faris,... Can't figure why that's the case.

It might just be the case for some story NPCs.
You'll have to use methods such as requests, gifts, or something else to increase their affinity.

With this new update, I have power leveled my Taming skill to 20. People still get angry at me when I scrub them. :(

How much skill do I really need to consistently make them happy? Potential 25 Affinity every scrubbing session sounds like a worthwhile investment.

Also, how does the actual taming work here? Reach a certain affinity after scrubbing? (please don't be 75 :( )

Wiki says not only 75, but also your Charisma must exceed the highest attribute of the NPC. If the NPC is an adventurer, you must also challenge them and win the fight.

Isn't that just the regular recruitment though? I'm trying to figure how to actually tame somebody. After brushing I always get the "Fail to tame" message, so I was wondering how to not make it fail.

There are couple more, Outland Lord Cetrus is also one of those candidates. That is, my best guess, to really make use of above mentioned methods of recruiting.

You'll always need the 75 affinity. Brushing, if successful, also rewards with affinity (heart icon for couple sec), contrary you'll see the angry-star-sign-thingy if failing.
