From what i known, no method to gain extra domain after starting the game, so change domain function dont works on chara without extra at chara creation.
That's been my understanding too. You need to choose a class with the Magic Mastery feat (level 1 or 2) in order to get the option to change your extra domains at the Mages Guild (once you've ranked up to the appropriate level of course).
However, you can still use spells outside of your domains. Domains just give a preference for those specific spellbooks from vendors, plus I believe you get a bit more power out of casting from your own domains (though I'm not 100%). Also, if you have the Dream Waker feat, you'll only get free spells within your domains while sleeping. Lastly, someone was trying to tell me that leveling spells within your domains is easier too, but I haven't actually seen proof of that, either.
