I won a younger sister from the lottery, how do I tell her to go home?
She's following me everywhere. She's super weak, I don't want to have her around when I'm going to the dungeon.

When I talk to her there's no option to wait at home as she doesn't seem to be my actual companion. I can banish her though, but that feels like a waste.

I feel like I can convert her to a citizen, but that means I have to do the entire trouble of upping her affinity to 75 which is gonna take awhile.

Is this normal? Not sure if bug.

Go home, and tell her this is your home now
Darn, there's an option like that? I went home and there was nothing else in talk besides Let's Talk and Bye.

I noticed that her options are similar to summoned units. I sorta thought it was a lost cause so I banished her and she teleported away like summons. Too bad.

Related to that, can I convert summons to residents? I sometimes get sheep and pigs in my weak ahh Summon animal so I thought I could make them useful outside of combat.

Yes, I recruited a Bit summon like that.
You just have to get their affinity to 75+.
After you do that, they're a normal resident/ally.
