typically your gonna want to mass delete the white section with a hard eraser to remove the background this will take a decent chunk or use the magic wand option but that can ♥♥♥♥ up a bit and delete portions you dont want
as for the hair overlay
its just grey specifically at something like 255 in all three colors spectrum could be wrong on the exact but roughly the idea is that its the hair layer cut off and greyed so it can be dyed in the ingame color editor
gimp has a small section to change out the color portion if you use that software with crop layering otherwise you might need to make small update towards making a new hair layer to export
