Generally, these are random for each NPC, but certain types of NPCs have fixed jobs and hobbies.
Farmers are one such NPC, they always have the Job of Farming and the Hobby of Gardening.
Both of these have the effect of boosting the Soil skill level of the plot of land they live at, allowing for higher Fertility limits, and this stacks with more and more Farmers.
So loading up on Farmers is the way to go for increasing how many plants you can grow at a settlement.
Though, it's not that Farmers are that much more special than any other NPC who had both Farming/Gardening as their job/hobby.
