Report a translation problem
It's a weird multiple-square-size item, placing those is a little awkward.
If you have party members, they could maybe be getting in the way, too.
Also, I hope you know that the prize pool cycles...

I had this problem last night, my pond is exactly 5x3 + some random 1 or 2 tiles offset to make it look natural. The boat's furniture anchor is bottom most, you might need to rotate them depending on your water shape.
I'm not on my PC right now, but i have the floor plans of my base saved in cloud.

I stood in the red circle and tried to place the boat on the adjacent water tiles, if I remember correctly its successfully placed on the red X. If it says 'throw' you might need to wiggle the mouse for a bit to refresh the frame and change to 'place'.
edit : you can see my pond is only 5x3 and 2 tiles offset. You can also see the depth, the light blue one is 2 units deep and the deep blue one is 4 uniits deep
Or anything that can be considered obstacle ?
