It doesn't feel like it, at any rate.
If you feel it's leveling up too slowly, there are ways to speed it up.
The most obvious is to activate the Growth Boost policy.
Shipping a lot of things from that base will level it up faster, too.
It could be as simple as digging up a bunch of dirt and shipping that. (or turning it into dirt floor first, which sells for about 5 orens apiece)
Also, having residents living there that have the Pioneer Job will increase the speed at which the Hearth Stone levels up.
you can usually just bypass this by sales volume IE just make a few delegated farms to make wine or ranch a bunch of snow slimes to sell
