I could only speculate it grants a luck boost to stuff you do while at the base.
So doing stuff like farming, fighting, or crafting should have good results slightly more often.
But, if it's actually boosting your Luck stat, it doesn't seem to be reflected on the Enchantment screen.

But, it's not a policy, so it doesn't actually use up any of your Admin Points.
It's passive and always active once learned, and while it doesn't sound too powerful, there shouldn't be much reason to not learn it, other than not having the gold bars to spare.

Luck affects rolls and how many seeds, bonuses, and other deep meta level stuff. If your pockets are heavy with gold bars . . . get it. Theres also more luck in Palmia for 100 platinum coins each up to 10, but its GLOBAL luck not just at the base.

Except luck doesn't affect those things as far as we know. It affects damage/healing rolls in combat (not to hit, just the damage dice), Gamble Chests (100 luck is another 1% chance of winning), and your chance to get cursed. This was from someone who looked through the actual code. Luck is just garbage.

It's possible the luck land skill does something else. It's also possible that you need to upgrade it hundreds of times and spend tens of thousands of gold bars before it becomes slightly noticable. But we don't know.
