Do items you steal come back?
Curious if there's a finite amount of items to steal.

yes they come back when the map is reseted ( about once per month )

Towns do reset after a while.
Items you steal, crops you harvest/sickle, and walls/blocks you mine out will refresh eventually.

I think the Truce Grounds might be an exception, as there was a patch note back at the end of October that said:

Stealing also works on enemies in combat, not just taking things from a town. Towns take a few weeks to a month to regenerate all their items. I usually go to derphy to restock my lockpicks every month or two and its always ready to be ransacked.

I did the same thing myself. The water did eventually come back so don't worry and feel free to be as greedy as you want slurping up all that water!

Dahahah, it was winter when I got my second potion of pure water for the unlimited bucket thing. Everywhere was frozen, the ponds and creek in procedurally generated maps was frozen, the beach was frozen, even the ocean tiles was frozen. In my mind Olvina's hotspring wouldn't freeze so I went there and take the water from the spring.

To my surprise it changed the landscape. But I reckon it will be just temporary and once I get back it will return as normal. So i went back to meadow, pour the hot spring water and went back to Olvina for more. But it didn't reset. Hadn't at least, I've been avoiding it from the guilt and only revisited it last night after I read here that they will reset and it did reset.
