So I'm probably missing something, but I bought and read the policy book after starting on the 2nd town Vernis. I see you can activate the policy at the home board, but when I go back to the 1st town and try to activate it there, the policy does not show up as an option.. Do I need to buy another copy of the book for each town or something? Don't want to waste the gold bars if not.

Yes, policies learned in one settlement are for that settlement only, and you'll need another copy of the plan book to learn it in a different settlement.

Meh not really would be op if you could learn it once and apply it to every settlment, Its done on purpsoe so you got more gold bar sincs as well as many players are paying extra taxes because they got so much money, and need another excuse to use the bars.
