Note that, if they are a non resident and or ally, they will get pissed off at you after a second booze throw, as it is considered assault.
It can also be described as tail, the wording is based on the age of the npc.
There is also a policy that increase's the rate the npc's drink as well, designer drug or something, can't remember the exact name of it.
Edit: And yes, this does mean you can throw booze, on your residence infinitely, and.... yeah, the only issue is getting the booze in the first place, and the karma cost.
Also it's early access, so it may or may not be intended.
Edit 2: Also the option won't show up if they are in your party, it's a non party specific interaction that get's locked out when they are in your party, they will however ignore your abuse, similar to residence.
When residents exhibit this behavior, they have the conversation option to watch birds. And really, this works with just about anyone as long as they're non-hostile. However, when guests exhibit this behavior they do not have the conversation option to watch birds.
I hadn't thought of exciting bird-watching interest by throwing booze myself. But! since only guests lack the option when they clearly want to watch birds, maybe I'm missing something? Do guests also need booze? Or do I need a policy? I'll try the booze first.
Edit: Booze does trigger the urge to watch birds, but guests don't have the option when you talk to them -- same as when they voluntarily trigger it.
