There is one in the blacksmith's shop in Palmia, behind the blue partition. You'll need to buy/steal that partition or mine the exterior wall to access the mirror table.

There are multiple in Palmia (more than just that one you have to break in to), at least one in Mysilia, 2 in Derphy, pretty sure there's at least one in Lumiest, I think there's one in the fairy tree, and pretty sure there's at least one in Noyel.
