Meadow and Vernis are exempt from the scaling of land deeds as far as I know.
It also unlocks a bunch of useful stuff once you finish that main questline
On my first run I ignored Vernis for like 2 years and regretted it, especially when I realised I was way too overleveled for its boss.
You wont brick your game by ignoring it, but there are several extremely useful game mechanics that don't unlock until after you finish the Vernis campaign. If you use spells at all, even just the occasional healing spell, it is especially important to do it ASAP.
You don't have to do any sort of building in Vernis at all to complete the campaign there, it's not really something that needs to detract your attention away from your main base.
By the time they offered me Vernis I already had a second base that I had built up as I wanted.
I could relocate Vernis to someplace more useful but I left it there for lore purposes lol
The tax for meadow alone is 3K and I dont make enough passive income just yet.
It's for you.
For instance, if you suddenly had 10 bases RIGHT NOW, you'd still just have that 3k tax.
Your monthly tax cost only goes up by 500 orens every year, and by 2 orens for every point of fame you have.
It's not based on how much land you own.
And actually, owning more land just makes it easier to make more money, since that's more potential land for farming, or tourism, or whatever you want.
So go continue the story and claim Vernis without worrying about that increasing your taxes.

Yup. The amount of taxes you pay has nothing to do with the land you own. It's entirely how high profile you are plus 500 orens for every in-game year. So if you don't run Nefias almost ever you can sell your fame to decrease the taxes you pay if you wished.
Fod gods sake, why is it in the towns board then if its not tied to the town ?
I've been limiting my own fame to 1Kish despite being OP solo just because.
