Investment perk reduce the cost of investment. So really important if you want to increase quality of stuff sold. It's very important because you can see really good items from time to time once you put 50 or 100 level in general store or magical/potion store.
Ideally, you want to get the Investment perk and Max its potential with trainer before doing that. Although it is still a massive potential loss in comparison to investing level by level, so I wouldn't do it to every merchant, only thoses that you know you'll use often (thoses of Palmia for exemple, or your home when you get to that point), and keep thoses you won't use often to increase your negotiating skill by buying 1 lvl at at time.
