Once done, start up your game and you should have a log file generating details (output_log.txt) and look through it for an error. For me it had an issue while reading an xml file, had to remove the first empty line in "Elin\Package\Mod_Portrait\package.xml" which is from a mod. After that the game started without an issue.
Hope that helps.
This was the solution for me.
I think the elin custom portrait editor from nexus might have added that empty line to my package.xml

Also maybe try updating the gpu driver (1060 does not sound that old) and/or directx.
If using any mods, try removing them.

I am rolling a old machine that cant update to win11 and had no issue, sadly I think its a win11 issue at the moment.
Hopefully MS will fix this mess.
That isnt it. My PC is still on Win 10.

I am using a i74790K Intel CPU and a MSI nVidia 3060 GPU with 32 MB of ram, the system is about 7 - 8 years old except the GPU which I am still paying off, the only upgrades were extra ram and the GPU.
I suggest running things like DXsetup / and or update DX from the MS website, and a VS update also at Microsoft , hope this will help a bit.
____
In the NVIDIA settings, change for Elin:
Vulkan/OpenGL Method to NATIV (Its the last setting)
____
Launch the game in non pre-assembled mode:
Open the *doorstop_config.ini* in the Elin root directory
Change the first option *Specifies whether assembly executing is enabled*
to enabled=true
____
I read that this error happens because the DEV uses some semi pre-assembled shaders and those are somewhat fixed on a specific graphics setup. My guess is the problem lies with OpenGL and NVDIA.
