Riding is a skill. Yes, you can mount not just horses, but almost any npc. You get bonuses to speed depending on their speed, your speed, and riding skill.

You can buy a horse in Yowyn and learn the 'Riding' skill there.

You can ride more than just horses, though.

I know that in elona+ there were trains you used to get around the map quicker. There was also a ship of some kind that would also obliterate bandits and other enemies trying to mug you. Didn't know riding was a skill though! That's pretty awesome
