Garbage everywere
I left my base and come back after a good amount of time to see it full of trash, there is a way to prevent or reduce it ?

- build a sign for gargabe dumping and they will bring most of the trash to that location instead.
- build trash cans and they will put the trash there
- learn/implement a law it so they they will try to produce less trash

The ♥♥♥♥♥♥♥♥♥♥♥ bag don't destroy them, as you can get plastic from it, and iy will be needed later in game.

Garbage can be auto-placed in the relevant storage boxes once you build and place them, along with the Garbage Dump Sign.
Burnable Garbage will get placed in a Combustible Waste Box.
Non-burnable Garbage will get placed in the Non-combustible Waste Box.
Other... leavings will get placed in the Compost Box.

But just placing these won't guarantee they'll get auto-placed there, it's also tied to the "Civility" rating of your settlement, which you can check at your Home Board.
It ranks from Lowest to Highest.

You COULD activate the "Strict Anti-Littering" policy, but this just gets rid of most of the trash generation, and also lowers the Civility rating of your town.
But, the garbage actually has its uses, so you wouldn't want to outright stop generating it, if you could help it.
Burnable Garbage can be hammered for Paper fibers, and Non-burnable garbage can be hammered for Plastic Fibers.
Paper can make lightweight textiles, and plastic can make fireproof textiles, useful for crafting bags, trunks, and backpacks.

Also you can recruit a Maid-type NPC, they come with the jobs of Cleaning and Chores.
Cleaning will clean tiles of stains and blood, Chores will pick up loose items on the ground that aren't automatically being placed in the Garbage Dump.

later on you can hammer all the plastic for good fire resistant bags which is nice.

I would personally just make a place to dump trash and mostly ignore it. Then you can use auto dump after you pick it up if your townsfolk are not civil (which affects trash accumulation). You could at some point hammer your trash for paper and plastic, but that is only marginally useful. It is significantly more useful to stock up on blankets to avoid having your possessions destroyed. Why? Because a plastic bag might protect itself, but it won't protect its contents. You can also stack hot and cold resistance until you are immune to these effects.

Later in the game, you can recycle all of your trash and junk for ecopos, which are also significantly more useful than anything else you can get from your trash.

I wish the conversion rate for trash to ecopos was higher...

But speaking of blankets, it's funny to make something like a fireproof blanket out of paper textiles.
It protects things from burning up, despite being flammable itself, lol.

But you can get more ecopos and train Weaving by Spinning them into thread first.

It really should be considering what the trash is supposed to be for.
But if you want ecopos then cut Junk Stones into Pebbles and throw those in. You can hammer normal stones into Junk Stones as well.
