Goods stock signs are used for furniture shops. If you place a table and mark it for sale, then put more tables in a shared chest with a good stock sign next to it, the table on sale will get restocked after it's sold.

Stockpile sign tells your worker residents and livestock where to put the goods they make, for the most part. A drunk that makes alcohol, livestock that makes eggs and milk, etc. will put those items in a shared chest next to the stockpile sign. Occasionally I still find those items lying on the ground somewhere, but most end up in the chest.

I honestly don't notice a difference between using a stockpile sign or not. If you have a shared storage set to accept the resources your town produces with the priorities you want, then they typically end up in the correct storage, without any sort of sign required. My first run I never used a stockpile sign, my second run I tried it for a while, took it down at some point when rearranging things and forgot to put it back, and never noticed a difference. Third run I'm just not going to make one again. Whatever it does, it's not obvious.
