Like Handguns have an optimal range of 1, so they're best for melee encounters.
Assault rifles shoot 3 times by default, but don't get bonus Penetration by default and have an optimal range of 3.
Railguns have an optimal range of 5, which is the farthest, but it means they are worse the closer you are, plus they have lower ammo capacity, a longer reload time, and need Energy Cells instead of bullets.
But I guess one answer would just be, go get Mani of Machine's artifact gun from worshiping him..
Not a gun, no.
Itzpalt will eventually give you a staff that flings fire/ice/lightning bolts.
But that falls under the Magic Device skill, not Guns.

in the very early game i saw a railgun with a 2d249 baseline roll stat but couldn't afford to buy it at a merchant.
Mani has the probably most powerful ranged dps weapon in the game unless you get really lucky and I mean really lucky, there is so many factors that determine weapon stats on merchants that thousands of rerolls I have seen were "ok" or average upgrades. When I make a more dedicated gunner I was planning on seducing the gun shop merchant in the tech city and invite him to my base so I can see what I can find at high investment.
