Levelling Speed
I've been playing for around 15 hrs and mostly using a Boomerang to clear dungeons, yet my Throwing is only 15, is that normal?

Try increasing your throwing skill potential through training from npcs by spending platinum coins. Port Kapul trainer has the throwing skill.

I did try that, put it to 200 and couldn't notice a difference, or do you need to go extremely high?

As much as you want to dump into it but each time your throwing levels up the potential goes down by a large margin. I usually aim for 300-400 potential on skills that are difficult to level up or my main combat skills.

Throwing is particularly slow to level up, I'm on around 1700 days using throwing as my main weapon and I'm only at level 45 with sparse training. You might want to aim to keep potential at 300 to 400 like above says.

If you set out to specifically train something it can go faster. Boost the potency at a trainer as mentioned, sit around in the base hitting a training dummy putting all your effort into it. Otherwise, ya my Longsword skill is at lvl 47 after 97 hours into my save, and I'm playing a Nefu battlemage following Horome and have 180 base potential and +20 skill from my god. It's not fast. I've never focused specifically on it though, I do a lot of dungeons and kill a lot of ambushes, but I also spend a lot of time farming and building, and chatting up NPCs to recruit them.

i seem to level it relatively easy at the Basket Game in the Casino, else go to a Training Dummy wile holding your Boomerang and Right click the Dummy, then you should use your Boomerang to Train on the Dummy, cold probably help, not sure if the Different Type of Training Dummy's have an effect through.
The stronger the person you train off of, the more you gain, I'm at 100 two-handed and I'm now training my marksman off of my pet on the gallows and it's exploding in levels.

yeah its just extremely slow in the game very grindy theres a nice exp multiplier mod on the workshop if youd want to make it more reasonable

If you're using a weapon your race/class do not have any proficiency (130 base potential or ideally more), leveling it up will take forever.

You're kinda soft-stuck with weapon type from your character creation choice. You can increase potential with trainer in Mysilia but it will very quickly fall back to base value, It will be such a platinum coin and time sink that it's probably not worth doing (unless you recruit the trainer to your home I guess, it might be less of a pain, but the costs won't change)
