recharge rods?
found a rod of wish but it has 0 charges, any way to recharge them?

not that I'm aware of. I did read a note about wish rods being set to zero or something.

Wiki states that randomly found Rod of Wish will always generate with 0 Charges.
Only those from quests and sold by shops could have a charge, and while I haven't seen any from those sources yet, I could assume it's really RNG-reliant.
