Heavy Armor weight requirement is stupid?

Like title. I barely found any combination of armor that have high enough weight to even actually use heavy armor skill.

Steel gear will easily reach the cap. Lots of end game materials are pretty heavy too.

Also, weapon count in the 30s total

There is actual "heavy armor" in the game which will fill the requirement by itself as long as it's made out of a reasonable PV material and not something like paper. The armor you find early game is generally all light armor, you can maybe make it heavy enough with the right materials, but it's not meant to be heavy. Stuff like plate/great/chain armor made of metal can easily be like 30s for one piece.
