You do have the fishyng skill right? And both a rod and some baite? Did you try several spots?
My skill is still fairly lowe, yet I do cath mostly fish rarely some rubbish.
You can turn bones into bait so that's not necessarily a bad thing, assuming you're actually fishing and not accidentally murdering the fish by right clicking them which I accidentally did and had to wait a while before I could "make" more fish in my pond.

I had the same problem when I tried fishing. I'm too used to games like Stardew Valley, lol.
Unless this is brand new this just isn't a thing. You can fish in any water source as far as I know even self made ones.
edit: its actually under the character profile and the last tab of strategy and on the bottom.
It doesn't pick up sharks and whales but instead puts them on the ground and stops your fishing.
Edit: To be more precise, when you fish up something that would make you become "overweight" it auto drops it onto the ground and stop you from fishing.
This was something I experienced awhile go when I was farming soil so it could have been changed by now but there seems to be some form of "cap" on how many different stacks of items can be on a single spot. My estimate put it at around 250-300 before it started to sometimes not add another item onto the stack. So if you're using to much bait there is a chance that some of the fish are just being straight up deleted.
Also if you're using to much bait at once and letting things like Whales, Sharks, Moonfish, and a few others rot on the ground you're actually losing out on a ton of money and those are better to turn into wine straight up rather then turning them into bonito flake wine.
You can make them in the floor workshop using a bone if Im not mistaken.

To actually fish, you need a Fishing Rod, which can be crafted at the Workbench for 2 Branches and a String (I advise using Grass Branches because they weigh less, and material doesn't affect fishing capability), and you need Bait, which can be crafted with the Quick Craft ability from corpses, body parts (like offal, bones, and fangs), or mushrooms of any variety. All crafted Bait comes out identical, so it doesn't matter what the ingredient is or what condition it's in. This can also be handy for freeing up inventory space in the field, by just mashing a variety of things together into one slot as Bait.
