Is it possible to hire merchant or NPCs from other cities if you befriend them 100%?
I wonder if I could persuade NPCs with 100% friendship to move to my town. That would be interesting.

You can, however your charisma must be higher than the NPCs highest attribute before they will join you, and their affinity must be 75 or more.

Oh right, the Charisma requirement, I forget about that.
So go raise your Charisma, learn what item/food that NPC likes (either RNG through talking or eavesdropping on them while they're asleep), and give them gifts to raise their affinity to 75+ and you should be able to recruit them.

Otherwise, be on the lookout at your settlement's Quest Board's "Recruit" tab.
Vendors such as Mages, Healers, Scholars, etc can appear there randomly, too.
Though instead of all the rigmarole of manually recruiting someone, you just have to pay Gold Bars.

Yeah, i have the Minsilia furniture merchant living in my settlement, it's possible.
Raise affinity with the NPC you want to 75 and a dialoge option will appear.

I think you can recruit basically anyone by getting them to 75 affinity. However some of the special unique NPCs require you to challenge them first, and they can be extremely difficult.

Another method, Horome grants a "Headpat" ability, which has like a 1% chance of causing the target to drop an egg, randomly this egg can be fertilized. Do with that information what you will.

They should, unless they're categorized as a Unique NPC, like Nino from Tinker's Camp or something.

Note that certain NPCs will only appear on the recruit tab after your base reach a specific level. For example, fruit shopkeepers will appear at level 2, and trainers at level 4 (it's been a while since a new run so my memory might be a little hazy there about the level)
