you could probably level up border watch enough that it reduces your danger to 0, but i've had border watch going for three years now and it's still only -12
gotta correct myself on this one, just wasn't really focusing much on my base in my previous run so i didn't notice, but there seems to be always a minimum danger level that neither border patrol nor praying citizen can't get further down...
seems to be tied to the level of your hearthstone, since at lvl 3 i couldn't get below 3/11 danger even with more praying citizen than the max danger level shown, now that my hearth stone went to lvl 4 it seems to be stuck at a minimum of 7/15 danger (honestly kind of a bummer)
so i'd guess -8 danger is the max you can do over all.
As for ideas like making a wall to keep monsters out, this will not keep residents in, they frequently run off to some corner of the map they have no reason to go to and find enemies to die to.
The best bet is to keep Border Watch high, stack Public Safety, and equip your residents with some basic gear by tossing it in a shared chest. An occasional putit spawning shouldn't be a danger to them.
