Use sickle to harvest plant

Build a sickle and right click on harvest-able plants, should say "reap"

Some merchants also sell seeds, but you can generally reap seeds during farming quests without penalty, and you can reap things like wheat and rice in towns for only a small karma hit which is usually worth it to get going with them.

take a harvest quest and spend the time left after you've met quota to build a starter amount of seeds on small sized plants with your sickle

I've never had anyone get angry at me for harvesting or reaping crops in a town, and I've done it a bunch of times, sometimes near guards, even had NPCs nearby congratulate me for leveling up my farming skill while doing it lol. Not going to say 100% it can't happen, but I'm 99% sure nobody cares and it's just a -1 karma.

Now smashing lanterns during a festival, that will make people angry.

its a crime so I think its a dice roll probably with the value of the item if they attack you could also just be farmers and randoms are typically out of view and thus if they are out of view they cant track you

I don't do it out of view, it's often directly next to guards/farmers and they just don't care. If it's based on the value, than the trivial value of seeds/crops is probably why they ignore it.

be aware not all fruits and vegetables have seeds.

I spent half a day looking for cabocchi, leccho and lemon seeds only to find out they are not farmable only buyable from shops

Ya, specific merchants. One of the god followers sells seeds, and there's a seed merchant in Mifu Village, those are the ones I can think of off the top of my head.
