The PC has never had unlimited ammo, but Allies do. They'll still fire their gun at 0 ammo, though I do remember a patch note being about them no longer doing that..

You're not bugged, you probably won't be able to craft your own bullets for a while.
You'll have to either find or buy them, or just use a different weapon type.
You can buy bullets from the vendors in the mechanical city of Aquli Teola, which is a ways north of the starter location.

You can also be on the lookout for citizens to recruit and see if they have the hobby of "Rambo" which causes them to occasionally produce ammo and place it into shared chests.

But if you can't do that just yet, you can just branch out to using a different weapon type in the meantime.
Gunners have higher than normal base growth for Mace-type weapons, you could try using those.
I think you can (randomly) craft a club using the Carpentry Workbench's Wooden Weapon recipe.
You can save before crafting and reload if you don't get the weapon type you want

I feel the same pain as a fellow Gunner. But using a boomerang as an alt feels great.

yeah i could use a bow or melee might just restart as thief and make my long term endgame goal to be gunner whole reason i restarted on my main thats a warrior i found an assualt rifle that was god tier / legendary and holy cow did it tear stuff up even on my warrior with no gunner skills or feats etc... so got me excited to try a full gunner play lol

Gunner doesn't really function until you have a godly assault rifle with several rank 10+ ammo recovery mods. Buying ammo isn't feasible, it's like 30 oren per bullet or something ridiculous. Crafting it is a high level craft that costs a lot of stamina for a while, 1 ingot is 40 bullets, the amount of mining you have to do to sustain that is significant without decent ammo recovery. Even then, a random iron microphone you nab with a couple furniture tickets will often outperform your gun, and doesn't have the ammo drawbacks. Playing a gunner is mostly using throwing weapons and wishing you could be shooting things instead. Or spending days mining and crafting ammo only to burn through most of it in a single dungeon. Perhaps that's why it's currently a "hidden" advanced class.

Getting the recipe is trivial. The issue is actually crafting the bullets.

You "can" craft it, assuming you have a smelter up and can mine copper. It's just probably going to cost you 10+ stamina per craft. Basically you spend all your stamina crafting bullets, sleep, spend all your stamina crafting bullets, sleep, repeat a couple more times, then you go do one dungeon and run out of bullets. There are ways to mitigate this later, but it requires time/investment/RNG.

thats great for building stats!! also you can make a basalt pick axe almost immediately when you spawn a new character, i just made my new chara like 3 hours ago first thing i did was craft granite pick axe and you can mine copper then i went to casino played music and such , should have a smelter up in maybe another hour or two so not to shabby really

not sure if you will seee this but make a basalt pick axe, it will allow yo to mine copper with like level 10 mining and then go to myselia buy the smelter with furniture tickets then go to palmia and get the recipie for bullets. i was able to do this all within 4 hours of spawning a new character, i now have 5k bullets lol

I started as a gunner too but my boomerang skill just way too outranking my shooting skill. Levelling shooting skill took too many resource for all time (money or material). Is it just me or gunner is generally suck ? I can't keep up progressing as a gunner, when ever I remind myself I'm a gunner my penalty just not favour in that class at all...
