You're not talking about, like, a vanity or something are you?
You might need to visit Olvina, and in the building next to the hot spring there are some changing stations that let you get dressed/undressed.
As a bonus, if you're undressed and you meditate in the hot spring, you'll gain a buff that slows the progression of ether disease for a few days.
I could only fix it by going into the curtains at the hot springs.
I don’t know if that is an intentional feature for the punishment though.
