NPCs keep putting resources in the shipping chest

I've tried setting the config options to ban all items from going in the chest, yet my NPCs keep putting vines, branches, leaves, etc., stuff that's worth 0 and i'd rather keep, into the chest.

Conversely they keep putting food in boxes and letting it rot, instead of selling it. Is there a way to guarantee they'll actually put the sellable stuff where it belongs?
