Gear quality depends on your crafting skill. By the time you get a sufficient crafting or blacksmithing level you should have most recipes unlocked anyways. Production skills are rather difficult to improve, they're good early game if you just want something to fill the empty equipment slot, that's about it. Especially since dungeon gear is usually better. I don't even know of you can craft precious quality gear.
Honestly, it's a better idea to hunt down gear you want. Like if you want a scythe, become pious and go beg kumiromi. If you want the freaking dragon slayer from berserker, go delving or search for small medals to buy it. Stuff like that.
