In Derphy, wich is to the west and a bit north of your base.

then you'll have to train it, because it's absolutely useless at lvl1 - and you only increase it through success.

Probably with the trainer chest she sell you the receipe for ( IDK for sure, I didn't try it yet )

Fun fact, if you just make the attempt to pick the chest, it'll progress the story line. You don't need to pick it, annoyingly enough.

yeah the quest is intended to show you that you need lockpick, but if you talk to her after trying, she will finish the quest. you'll still need a decent lockpick level for that chest though.

the lady also sells you a practice chest blueprint. once you pick up the skill via trainer or book, you build one of those and open it every time you head back to base to gain a little bit of exp.

after you've learned the lockpicking skill, buying gambler chests and try to unlock them can be a decent way to get some lockpicking exp in until you have access to a practice chest.
